Orange County is viewed pretty much as a metropolitan area here in So. CA and many of their neighborhoods are considered "upscale" so I would believe comparing Orange County to the desert is like comparing apples and oranges.
Housing costs anywhere in a metropolitan/suburb area within the state are higher than most of the rest of the U.S. (excluding New York and Chicago maybe). But it's the weather, beauty of the terrain, culture, and quality of life that make it worth it.
P.S. I lived in Texas for 15 months once. All the wild horses in the world couldn't drag me back there again...no matter how cheap it is.
